The United Nations adopted Security Council Resolution No. 1373 in the wake of the attack on the World Trade Center in 2001 to curb the spread of international terrorism.
UN's
efforts in Countering terrorism -
The
creation of the Counter-Terrorism Committee (CTC) and the UN Office of
Counter-Terrorism (UNOCT) demonstrates the institutional focus on
combating terrorism through policy recommendations and technical assistance.
The UN
General Assembly's Global Counter-Terrorism Strategy (2006) emphasizes a
multi-pronged approach that includes preventive measures, law enforcement, and
capacity-building. It aims to tackle root causes like radicalization and
extremism.
Sanctions - The Al-Qaeda Sanctions Committee established in 1999 has made it more difficult for terrorists to access funding.
Failures
and Limitations -
Fragmented
enforcement and Non-Binding Resolutions - The varying national priorities and capabilities
have led to uneven enforcement. Terrorists exploit weak financial monitoring
frameworks of some states.
Geo-political
conflicts - Counter-terrorism efforts often clash with political agendas. For example,
disagreements among permanent Security Council members have blocked consistent
action against terrorist groups in Syria and Iraq.
The UN does
not have an independent intelligence-gathering or enforcement agency and it has
to depend on national governments for information sharing, which is often
selective and incomplete.
The emergence of technology and internet facilities posed new challenges in containing
terrorism
General
Assembly was conscious of the fact that in the process of fighting terrorism,
human rights violations must not be allowed to take place, though at times the
reconciliation between the two may be a difficult problem.
The UN has
laid the groundwork for international cooperation and norm-setting but the
organization's success ultimately depends on the political will and cooperation
of its member states.
